Ministry of Fisheries, Animal Husbandry and Dairying will announce the National Gopal Ratna Awards 2023 winners list soon. The Award will be conferred in the three categories mentioned below –

About the National Gopal Ratna Award

The National Gopal Ratna Award stands as one of the most prestigious national honors within the livestock and dairy sector. Its primary objective is to acknowledge and motivate individuals engaged in various facets of this field, including farmers who raise indigenous animals, artificial insemination technicians, and dairy cooperative societies, milk producer companies, and dairy farmers’ producer organizations.

Today, the livestock sector holds immense significance in the Indian economy, contributing one-third of the Gross Value Added (GVA) in the agriculture and allied sectors and maintaining an impressive Compound Annual Growth Rate (CAGR) of over 8%. Simultaneously, activities related to animal husbandry, dairying, and fisheries play a pivotal role in augmenting the income of farmers, especially those who own smaller plots of land or are classified as landless, and also empower women. Moreover, these activities serve as vital sources of affordable and nutritious food for millions of people.

The indigenous bovine breeds of India are robust and possess remarkable genetic potential, making them integral to the nation’s economic fabric. However, the population of these indigenous breeds has been dwindling, and their performance falls short of their inherent capabilities due to the lack of dedicated programs for their development and conservation. Recognizing this, the Department of Animal Husbandry and Dairying, under the Ministry of Fisheries, Animal Husbandry, and Dairying, launched the “Rashtriya Gokul Mission” in December 2014. This mission operates under the National Programme for Bovine Breeding and Dairy Development and is aimed at conserving and enhancing the indigenous bovine breeds of India.

Importance of National Gopal Ratna Award Winners

National Gopal Ratna Award Eligibility Criteria

Farmers who maintain any of the officially recognized indigenous cattle breeds among the 53 available or any of the 20 buffalo breeds are eligible to submit their applications for the award.

Artificial insemination technicians affiliated with the State/UT Livestock Development Board, State Milk Federations, NGOs, or other private organizations, provided they have completed a minimum of 90 days of AI training, are eligible to apply for the award.

Cooperative societies, Milk Producer Companies (MPCs), or Farmer Producer Organizations (FPOs) involved in dairy activities, established at the village level, and registered under the Cooperative Act or Companies Act, are eligible for the award if they collect a minimum of 100 liters of milk per day and have at least 50 farmer or milk producer members.

The National Gopal Ratna Award 2023 comprises a Certificate of merit, a commemorative memento, and a monetary prize for the first two categories, namely the Best Dairy Farmer and the Best DCS/FPO/MPCs, as detailed below:

In the case of the Best Artificial Insemination Technician (AIT) category, the National Gopal Ratna Award-2023 will include a Certificate of merit and a commemorative memento. There will be no cash prize awarded in the Artificial Insemination Technician (AIT) Category.

Who can nominate for the National Gopal Ratna Award?

Individuals have the option to nominate themselves for the Best Dairy Farmer and Best Artificial Insemination Technician (AIT) categories.

Organizations are permitted to submit self-nominations for the Best Dairy Cooperative, Milk Producer Company, and Dairy Farmer Producer Organization categories.

National Gopal Ratna Award Selection Process

The award selection process of National Gopal Ratna Award involves several stages:

Initial Screening: Applications submitted on the MHA website will be initially reviewed by an agency like the Quality Council of India (QCI) or another designated organization. These agencies will evaluate the applications based on criteria provided by DAHD and shortlist the top 20 applications in each category. Field visits and verifications will be conducted for these shortlisted applications by organizations like NDDB or others chosen by DAHD.

Award Screening Committee: The DAHD’s Award Screening Committee will further narrow down the list to select the best applicants, preferably 5 in each category. These selected candidates will be recommended to the National Award Committee (NAC).

Verification and Documentation: If necessary, the Committee may carry out physical verifications or request live video footage, involving officials from central or state government agencies, NDDB, or external organizations. Document proofs required for screening may also be sought, with the expenses covered by the RGM scheme’s budget.

Methodology and Criteria: The Committee will establish the methodology and criteria for evaluating and screening applications. It will maintain strict confidentiality regarding the selection of award recipients until the official announcement of the awardees.

Application Rejection and Awardee Numbers: The Screening Committee has the authority to reject applications and determine the number of awardees to be recommended.

National Gopal Ratna Award Ceremony

The award ceremony is scheduled to take place on National Milk Day, which falls on the 26th of November 2023. The specific location for the ceremony will be determined by the Department of Animal Husbandry & Dairying.

The awards will be presented by either the Hon’ble Prime Minister or the Hon’ble Minister of the Department of Animal Husbandry & Dairying, depending on their availability.
